Nebraska Secretary of State John Gale says Douglas County Election Commissioner Dave Phipps has not violated state election laws.

Nebraskans for Civic Reform and Nebraska Appleseed, an advocacy group for low-income families, had asked Gale to launch a formal investigation into Phipps' actions.

Phipps recently closed more than half of the county's 357 polling places as a way to cut costs. He later confirmed that his office had knowingly sent out polling place cards to nearly 2,000 north Omaha voters with the wrong polling place information on them.

Phipps says he plans to send out corrected polling place information. Gale says his office did "suggest a more moderate approach for consolidation of polling places,'' but says Phipps' actions were within the law.
