Sara Kier-Billie turned herself in to police and returned her daughter unharmed about 1am Wednesday
A Council Bluffs woman accused of taking her child without permission has surrendered to police and returned the infant to authorities.
Police had been searching for Sara Kier-Billie, who police say took the child on Monday during a supervised visit at a Council Bluffs restaurant. Kier-Billie turned herself in around 1 a.m. Wednesday to police in Clarinda. The child is back in state custody. No injuries to the 8-month-old girl have been reported.
Kier-Billie is charged with violating a custodial rights order. Other charges are pending.
Relatives have said drug use cost Kier-Billie the custody of her daughter.
A Pottawattamie County jailer in Council Bluffs said Kier-Billie is being held there.
