A group called "LNK Recall" seeks to oust Lincoln Mayor Leirion Gaylor Baird and four city council members.
They accuse the Mayor of using authoritarian control to misuse police, destroy small businesses, allow vandalism and usurp legislative authority.
The petition also cites concerns over the appointment of Pat Lopez as health director.
They also want to recall council members James Michael Bowers, Richard Meginnis, Jane Raybould and Tammy Ward.
