The Omaha City Council approves a request to put 17.5 million dollars of tax increment financing money towards the "Warhorse Casino" development at Horsemen's Park at 62nd and Q Streets
Casino developers will have to secure a loan of the same amount.
Council member Don Rowe says taxpayers shouldn't have to subsidize the construction of a casino.
Supporters say the project would keep money in Nebraska instead of going across the river to Iowa casinos.
